Frameworks are there to ensure that your procure process meets all regulations, with a platform that will support you throughout the tendering process. When it comes to awarding you can be safe in the knowledge that the supplier is reputable and trustworthy, as frameworks vet and certify all suppliers that are bidding. On top of that frameworks also offer you the opportunity for contracting authorities to run further competitions or direct awards as needed.

There are many pros and cons across the range of frameworks that are available. To help you decide which framework to use when you are looking for a new Managed Service Provider, our team have called upon our experience from the last 10 years Matrix SCM have been operating. ESPO:

This ESPO framework offers all public sector including but not limited to Education, Local Authority and Government, NHS, Charities and Housing Associations across the UK a quick, simple, flexible and competitive route to procuring managed services for temporary staffing. All suppliers are selected for their ability to provide a comprehensive range of services that combine quality and value. ESPO offer great customer service and support, which includes benchmarking, auditing, and risk management to protect you throughout the tender process.

YPO:

A Managed Service for Temporary Labour (569), the framework can be used by all public sector organisations including; Housing, NHS, Local Authorities, Higher Education, Central Government, Police, Fire & Rescue etc. With a range of suppliers, YPO will allow you to create an open tender. This means that everyone bidding can build a solution around your needs, with flexible pricing. They can also help you with specifications, pricing, benchmarking and are great for supporting customers.

NPS:

The National Procurement Service (NPS) is hosted by the Welsh Government to support the public sector, helping them to get the best available deals in common and repetitive spend. Providing great flexibility and offering very clear pricing, one of the key benefits of this framework is that all end dates of contracts fall in line with the framework end dates. This means that as a customer you are always on the latest frameworks.

CCS:

Built by the government for the public sector, the CCS framework aims to help make public procurement simple. They are one of the largest frameworks and we find a lot of the NHS use it for procuring Managed Services for Temporary Staffing. The two main lots that we are a part of, and we recommend you look at are: Non-Medical Non-Clinical and Multi-Disciplinary.

'Technology Only' frameworks:

We also offer CR.NET 'Technology Only' approaches, which means we work with frameworks that are digital marketplaces where you can buy hosting, software and support. When procuring 'Technology Only' approaches or 'Software As A Service' there are multiple options you can take. Out of our client base in 2018 4 of our contracts had been awarded through these frameworks. There are other frameworks out there and options for procuring these services.
