Transforming Enfield's Approach to Construction Projects - Increasing Efficiency, Visibility and Control

Since 2008, Matrix SCM Group has delivered a Neutral Vendor Managed Service solution for Enfield Council, working in partnership to improve processes and reduce their temporary agency staffing spend. In December 2019, we introduced Matrix MM to the engagement providing the Council with a dedicated market leading Statement of Work solution.

Utilising a unique combination of an intuitive technology platform and experienced procurement professionals Matrix MM has provided the Council with greater control of their Consultancy and Professional Services spend on over 200 Construction projects. Here’s how we did it!

 

The Challenge

Enfield Council were looking for a management system to help improve their compliance procedure, simplify timesheet management and ensure payments were aligned to delivery. The new system needed to solve 4 key issues, they were:

  • Accessibility – The new system needed to be easily accessible for multiple suppliers.
  • Efficiency – They needed to reduce the amount of administration.
  • Visibility – They needed a system that displayed clear project benchmarks.
  • Control – With over 200 Construction projects and the adjustment of IR35 requirements, Enfield Council needed a compliant process that gave them full control.

 

The Solution

With these goals in mind, Matrix MM implemented its market leading SOW platform to the Council.  Our SOW solution delivers full end to end contract management, with complete transparency. Starting with Construction and IT projects, we embedded the platform and transferred all of their existing projects and suppliers onto it. Our solution ensures real time MI and BI reporting tools and can be applied to wide range of projects, covering all sizes of spend and scope. This flexibility was crucial for Enfield. Our experienced Implementation and Business Management teams oversaw the transition to the new service supporting stakeholders and users throughout the process.

Matrix MM provided extensive training to the Council’s staff on how our SOW solution measures milestone payment functions and how they can build projects around them. This training and support extended to assisting them with Statement of Requirement creation, helping the Council to ensure projects are scoped out correctly for budgets and all procurement is IR35 compliant.

 

The Outcome

As a result of the Council’s move to the Matrix MM SOW solution, they have been able to meet and exceed their initial goals. The new system has reduced their admin hours and increased efficiency, whilst providing complete visibility of how the projects are progressing and the costs involved. With their new process in place, Enfield Council not only gained control over their existing 200 Construction projects but have the security that the solution can now be applied to all of their future projects across all categories of consultancy spend.
